Washington New Americans Funding for Naturalization Services, Outreach and Education

The Washington New Americans program is pleased to announce two Requests for Proposals (RFPs) to help fund community-based organizations that assist legal permanent residents eligible to apply for U.S. citizenship. The total amount of funding available is $520,000. Only qualified local organizations can apply for this funding.
The contract period will be for the 2018 state fiscal year (July 1, 2017-June 30, 2018). Awards will be retroactive to July 1.
The two RFPs are described below. Please note – organizations may only be awarded funding under ONE of the RFPs.
- Naturalization Legal Services. Services should include screening for eligibility, completion of the N-400 application for naturalization and applicable fee waivers, as well as referrals to WNA citizenship events. Services may also include U.S. civics and history classes to support clients in preparing for the naturalization interview. Up to $500,000 in total funding will be awarded. - Naturalization Outreach and Education. Services should include naturalization outreach, education and may also include citizenship instruction to lawful permanent residents. Up to $20,000 in total funding will be awarded. Click to download the RFP (PDF format) and the required cover sheet (Word).
A complete application for either grant consists of the following:
- A completed cover sheet
- A narrative response to ALL questions named in the RFP, not to exceed 6 pages
Only complete applications will be considered. Interested applicants may participate an optional Q&A session by phone, which will be offered on Thursday, August 24 from 3pm-4pm (outreach RFP), 4pm-5pm (services RFP) and Friday, August 25, 12-1pm (outreach RFP and 1pm-2pm (services RFP). Questions will be accepted via email through Monday, August 28. All applications must be received by Thursday, August 31, 2017 at 5pm PST. Contract terms will be negotiated upon selection.
